can't set up apple pay
when trying to enable Apple Pay in settings on an iPhone 12, get can't set up error message

That was pretty much the message. After doing some more sleuthing, it turned out to be the lack of a pass code on the phone. While home, which is most of the time, I keep the passcode turned off. Turned on pass code and was able to set up Apple Pay. It would have been very helpful if the error message indicated that pass code on was required.
