payment method for application asked for new payment methods however the apple account reflects positive balance please advise.

I have tried every options from youtube, websites; I also tried restarting my iPad and resetting my apple account but still it’s not effective. Maybe there is some unseen tax in AppStore so procreate costs beyond my balance or something?
