can someone help me, i using another computer, but have my itunes on another computer can i access my itunes from the new computer and also will all my playlist be on the new computer.

Alternatively see Move (or copy) your iTunes library to a new computer - Apple Community if you want a complete clone of the library on the new computer that you can use independently of the old one.

You can use home sharing to access your library on the other computer from the new computer. It will include your playlists.
