Accidental Deletion of Notes From iCloud

I’ve accidentally deleted all my notes from my iCloud account, there were some REALLY important notes there. I tried to use the iCloud Backup but it didn’t restore. Is there someone I can talk to at Apple to try and retrieve those notes for me?
