I do everything to minimize battery power, including not fully turning off the ipod when not in use, and using it offline when not plugged in. Will a battery replacement fix this issue?

You can try save your file,photos,videos etc. and reset your iPod touch 6 Gen, but it looks like the battery has reached the end of its life because 45 min battery life is very little time.
Please replace your battery at an Authorized Apple service.
