Unable to send a MMS message
Why can’t I text photos to anyone with an android phone? 98% of my text come back not delivered.

Wow, the DOJ thing has absolutely NOTHING to do with texting. If you can't text Android phones, you either don't have SMS Messaging turned on in Settings > Messages or your carrier has not provisioned your account correctly for SMS messaging. If Send as SMS and MMS Messaging is turned on in the settings and still cannot text Android users, contact your carrier for help.
