Why cant I update or download any apps using personal hotspot on my Apple TV?

The thing is. I cant open apps on my Apple TV because it says that i need to update them. When i try to do so its just says loading and there is just a gray cirkle on the download button but nothing happens (i waited for 1,5h). I tried to delete the app to re-install it but that does not work either. I am not connected to WIFI because i dont have that. Im using personal hotspot. Is that the problem?

What can i do to download and update the apps on my Apple TV? using personal hotspot.

Your mobile service provider could choose to block Hotspot use for TV/streaming devices. Ask them about permitted use or data caps. Can you stream anything else on Apple TV box from any app?
A VPN might interrupt certain services. Try disabling that, if you had that active.
Verify that the Apple ID account, as used on the Apple TV box, is complete for user info, with a verified email and a valid payment method. Is the Apple ID functional on any other device (e.g. on iPhone or iPad)? Else the App Store may not work for that account. A changed Apple ID password requires signing out and signing in again on your Apple devices, else access to the App Store will not validate.
You may need to activate the Maximize Compatibility option for the hotspot, as Apple TV HD (A1625) or earlier may not support some of the modern Wi-Fi functions.
