I had the spinning globe icon and it was counting down time. At the end of the process I received the error code -2003F and am not sure what to do. I was intending to reinstall MacOS but I'm not sure how to get the process back on track...

This error means that your computer cannot reach a secure connection with the macOS recovery servers. Try and use another connection (ethernet instead of wifi for example) if this is not working you can try boot from the internal macOS recovery system instead by holding cmd+R on startup for an intel mac.
If you have the posession of another Mac that can run the macOS version you're trying to install you can also download the macOS version on that device and make a bootable installer: Create a bootable installer - Apple Support

i got the error code 2003F when trying to reboot my computer after performing disk utility. I want to reinstall macOS. HELP!
