Producers/Studio representatives/Content owners can submit content to the iTunes Store for sale (buy and/or rent), if it conforms to the standards of what Apple sees as professional quality movies or documentaries. This will also involve going through an ‘Encoding House’ or ‘Aggregator’ (some companies offer both roles), that basically makes sure that the content is conforming to the technical video standards that Apple wants to see. They would take your highest quality version as submission input, and re-encode to what they know is needed, including meta data and creating multiple versions (resolutions, audio formats, bitrates, etc.). You may need to supply dubbing audio track (or hire services for this) and/or subtitles and/or closed captions/SDH for other (selectable) countries or regions that are not matching the original audio track language. Some countries themselves also have requirements (laws) for these as mandatory accessibility features for this type of commercially available content.

The majority of independent movies offered on iTunes is provided by one of our aggregator partners.
Such submissions, if approved, would then become part of the Store catalog — not the Apple TV+ catalog. The Apple TV+ catalog is supervised by Apple’s own team, that makes their own choices (not formally taking suggestions) for new to develop content, and also exclusive streaming distribution rights for select content at the auctions that exist for movies seeking wide streaming distribution (beyond theatrical release).

Apple does not accept unsolicited suggestions or videos. If you are hoping that Apple would use your video in an advertisement that’s not goin to happen.
What exactly are you hoping to accomplish?
You can save it to Photos and view it on the Photos App on Apple TV (assuming iCloud is enabled).
