I have 4 devices backed up to iCloud and it's taking up more and more space. In the past, I recall being able to backup my phone and iPad to my laptop via iTunes (?) instead. I wish to export my backups to an external device.Is this possible? How can I achieve this now?

You can't export the old backups but you can create new backups on a computer and then delete the old iCloud backups. See the following:
