Cloud symbol next to app

Hi a cloud symbol appeared next to apps i downloaded from app store and a can't get rid of them i tap on it and it gets downloaded again and the symbol reappears if i click it goes back to download it again i did turned of offload app

apps won't open, cloud symbol with arrow by every app I can't open the apps on my iPad. When I click on the app, it says cannot download please try again later. There is a cloud symbol with an arrow by each app.

How can I remove the app cache left behind on my iPhone once I've removed the app I was having problems with Frontier app on my iPhone, Frontier advised me to remove the app and reinstall. However when I do that the app store shows iCloud icon and therefore it downloads from the cloud. I was advised to get rid of cache from this app which would mean a fresh download, not one from iCloud. How can I accomplish this?
