I try to use my iPhone number for identification to get in to login dot gov, but they say it is a VOIP number and wants another telephone number from me. I checked with my phone service provider, US Cellular, but they say the eSIM in my iPhone 15 looks like a VOIP.

I suspect that your MVNO purchased a block of numbers originally owned by a VOIP provider.
Regardless, you’ll need to work this out w/ your carrier.
Saying an eSIM “looks” like VOIP is rubbish.
Well that rules out that theory. 😟
That said, it’s STILL up to your carrier to sort out.
I have had this number for many years with no problem, until I got this iPhone.
