What could have been done with it was to turn it in at a lost & found department in that area (e.g., in a store, or at a nearby police station), just in case the owner came looking for it there. There's a slim chance they would have gone looking, and gotten their phone back.
Now it's too late to do anything but use the phone as a paperweight, or recycle it responsibly.

Activation lock is a security protocol that can't be bypassed. Only the person it is locked to can unlock it.

Apple will not contact the owner to ask that they remove the Activation Lock.
Security considerations aside, I doubt if the owner would appreciate getting mail out of the blue saying "someone has your phone and wants you to remove Activation Lock so that they can keep it."
No, Apple will not give that information. That could be a security risk.

Where, for all you know, it was placed by a thief who discovered that the phone was Activation Locked, and thus wasn't going to bring them the quick, unearned cash they had been hoping for.
