Unable to change payment method on Apple ID

Hi! I want to change my payment method, but I can’t do it because I can’t change the country. When I’m trying to change my country it says that I should empty my money from account, I bought some apps but I still have 0,42 cents. I can’t top it up to buy something else cause my cards are always rejecting.
