Apple Watch sending music to iPhone instead of headphones

Whenever I try to play music from my watch on Bluetooth connected headphones it plays on the iPhone instead. I have to either turn off my iPhone or go out of range to force the watch to play music through my already connected Bluetooth headphones. I already tried turning off WiFi, Bluetooth, and data, but Apple Watch still somehow keeps sending music to the iPhone anyway.

Open the Now Playing app on your Apple Watch. If more than one device is available to play audio—an Apple Watch, iPhone, and HomePod for example—the device's icon appears in the top-right corner. Click on it and select Apple Watch then under that, select your AirPods.
