GarageBand Noise Gate Issue - Noise gate won't turn off even when it says it's off

The other day I was messing around in GarageBand and turn on noise gate, which is used to muffle background noise.. There was absolutely no background noise to my vocals but I noticed there was kind of a bitcrushy sound layered over the vocals so I turned off noise gate. Even though it says it's off it stays on. Ive started new projects, reinstalled GarageBand, restarted my Mac, etc. Is there a way to delete GarageBand settings? It's super hard to record a song when the mic cuts out every time you say anything. It has to be some sort of bug and I've had other little bugs like that with other Mac's too. I love making music and I can't until this is fixed but it's out of my hands. Thanks
