Remote hotspot failure on ipad mini

Trying to use remote hotspot on my new ipad mini. When I try to connect via my iphone I get the error message "Remote hotspot failure unable to start hotspot ipad". I am also getting an error when I try and start my windows 11 PC "no internet,secured". Any ideas. I use consumer cellular. I already went through the diagnostics with them. She said the problem is my PC. But when I try from my iphone I get an error message also. Does this mean there is something wrong with the ipad mini hotspot? I am able to use the internet from the ipad mini, so that functions seems to work.
