I recently Bought a new iPhone 15 and am (finally) trying to transfer the phone number (NOT the Apple ID) to the new iPhone (paired with a new Apple ID). I set up the New iPhone with my new ID and went to "cellular" in settings, the pressed "Set Up Cellular". Seems I should be able to press transfer from nearby iPhone then be set but it isn't working. I connect the phones then enter the 6 digit number then it says my account is ineligible. SOS!

I think that only works if both phones have the same Apple ID. You should contact your carrier and have them sent you a setup QR code or however they transfer phone numbers to a new phone (each carrier is different).
If it worked between different Apple IDs what is there to prevent someone from just putting their phone next to yours and stealing your phone number?
