Yep, that is a common scam. Do not send money as you will most likely still be stuck with a locked device and now out $550. You can remove this Activation Lock, but you will need to prove the device is actually yours by providing the original purchase receipt from Apple or Authorized Apple seller and follow this support article. A receipt from any other third party will not be accepted.
