Customizing Lockscreens on iPad Air 5th Gen

I purchased an iPad Air 5th generation last year. I haven’t been able to manage/add multiple lockscreens (or lockscreen widgets) during the entire time I’ve had this device. My iPad is on iPadOS 16.4.1 but I am currently updating it. I have tried resetting my iPad, I have also tried to manually add multiple lockscreens under the Wallpaper section in the Settings app. There is no option to add more wallpapers, there is only an option to change the current (and only) wallpaper. When I press and hold on the lockscreen itself, nothing happens; no menu pops up to add or edit lockscreens or widgets. This isn’t a major issue, of course, but I would like to customize my device and I’m not sure what’s wrong. Thank you.
