PDF READER v 10.13 no longer works with MacOS 10.13.6...

If PDF READER v 10.13 is a non-Apple product, you will need to consult its developer: Contact a third-party vendor - Apple Support

You do not need non-Apple products to view PDF documents. You can use Preview:
