Will my photos be erased from my iCloud if I deleted 1 of the 2 iPhones on the same Apple ID?

So I need to keep photos from 2 iphones that are maxed out in storage due to phones. Im wondering if I have 2 iphones signed into the same apple id with photos synched, is it possible to keep photos from both devices in the cloud if i sign out of the one device, wipe it and get rid of one of the phones or will the photos eventually disappear from the cloud? I have very conflicting info from the apple reps I’ve called.

On the iPhone's Photos settings, you can choose "Optimize Storage." This works by keeping only smaller images (since the phone has a small screen) on the phone while iCloud continues to keep the full sized images. When you need the full size, for printing or for editing, for instance, then the iPhone will download the original from iCloud. So you get the best of both worlds-- more storage when you just want to view the pictures, but full sizes when you need them.

But they still take up space. If you run out of room on your phone, even with "optimize" checked, then you won't be able to take more pictures, and iCloud can't help with that.

And keep in mind that iCloud keeps all the pictures on all the devices the same. If you add a picture on any one device, the picture gets added on all the rest. That's cool. But if you delete a picture on any one device, the picture gets deleted on all the rest! Be careful! Luckily, resetting the phone isn't the same as deleting a picture from within Photos.

If you're nervous, turn off iCloud on the to-be-wiped iPhone for a day and watch what happens on iCloud. You'll see that nothing changes. Then wipe the phone.

iCloud is a synchronization service-- for all the devices that are connected to the account, iCloud Photos keeps the pictures exactly the same. So with both of your phones connected to the same account, they should have exactly the same pictures on both of them. So, if you disconnect one, or run over it in the street (yikes!), then the pictures at iCloud.com and on the other phone will remain the same. You're good!

Certainly. People change phones all the time. I have an iPad and an iPhone and a Mac, and if I disconnect iCloud on one (which I do, sometimes), pictures don't suddenly get removed from the others. They all have the same pictures. Just make sure that all the pictures have gotten to iCloud.

Thank you Richard because an apple rep was telling me that I would lose all the photos that were uploaded from the one I will be getting rid of that they had to be somewhere locally for them to be saved. As if it’s a mirroring effect. This whole thing is confusing. I don’t know if they stated this because the second phone is out of storage but technically if I bought more iCloud storage then they should remain there I would assume?

Thank you again for explanation on everything. So if I am almost maxed in storage due to the photos on both phones so say 126 GB used of the 128GB available on both devices and I click optimize storage on both. Do you know how much these photos will shrink to? I am wondering now if I do this on both devices will I actually be totally out of room on the one phone I will be keeping with since the combo of all photos in the cloud. :|
