Is Apple Wallet available to use in India??

Only parts of the Wallet work. You can’t add credit or debit cards to the Wallet app in India. There are regulations in India’s banking laws that do not allow Apple Pay to function as it currently does.

You should be able to add boarding passes, tickets to events, hotel room keys, loyalty cards etc. They are added to a secure part of your Wallet by the issuing company/authority. They are added via a button/link in an email, text, website or mobile app. Apple does not control the items in that section of the Apple Wallet.

Why does the regulations comes in only for apple india I am using Samsung Pay which works fine in India

Samsung uses different technology that is not as secure as Apples. However, it requires the storage of data that current Indian banking and privacy laws do not permit.
