Is turning on iCloud Drive pointless if I only use on Apple device?

I purchased iCloud storage to backup my iPhone data in case it gets damaged. I can't figure out what enabling iCloud Drive would do for me. My iPhone is the only Apple device I use. I'll be using the iCloud for Windows app to offload old photos and videos when my iPhone drive is full.

I have iCloud Backup and iCloud Photos turned on. I don't understand what turning on iCloud Drive specifically does. Is it only for syncing data stored in the iPhone Files folder?

Yes. It lets you access the iCloud storage area for files so you can see any files uploaded to iCloud from your windows PC on your iPhone in the Files App.
