Transferring a VPN installation from one phone to another doesn’t work; VPN must be deleted and reinstalled any time you set up a new device, or even just update iOS on the same device.
As it is, VPN cuts your throughput to 25% of the speed of your connection; a misconfigured VPN even more that that.

Was this a new iPhone, or a “previously owned” iPhone? If it wasn’t new, had it been properly reset by the previous owner? The way to tell, when you first turn in on it should say “Hello”, and the only thing that you can do from there is initial setup such as creating a passcode and logging in to your Apple ID.
Did you transfer content from another phone, or set it up as new?
Does it (or the previous phone) have VPN installed?

yes we did transfer contents from a different phone (IPhone 8), and it does have VPN.
so does that hinders with the capability of the phone and making it slow ? Cut network connection as well even through WiFi ?
