If the iPad was an older Cellular + wi-fi model, it may have a physical SIM card in a SIM card tray. See information in Remove or switch the SIM card in your iPad - Apple Support
Newer iPads use eSIMs.
Also note that neither iPad nor iPhone SIM cards store any user data.

You can take any Apple product to any Apple store for recycling. Non-Apple products (as well as Apple products) can be taken to any electronics retailer, such as Best Buy.
