Contacts app on iPad 5 using too much space

I have multiple apple devices and the only one that insists that the contacts app take up over 1.3GB is the iPad 5. The other iPad 10 the iPhone 14 and the iPod touch 6 and 7 do not behave like this and the storage is sensible for the contacts. No matter what I do I can't get rid of the app and its huge crap and redo the contacts app from a csv or any other way. Please tell me how to fix this as I need all devices for different types of work and the older iPad's worst storage problem is the contacts.

IF your contacts are sync'd to iCloud on ALL your devices (iPhone, Settings, [tap your name], iCloud, show all, Contacts) then backup the ipad, erase all content and settings, and set up again restoring the backup.

If your ipad contacts are NOT sync'd to icloud in that way then you may have to delete the Contacts app and all its contents and then add back the app and sync to iCloud.

Or in the extreme, wipe the ipad and start again
