Why can`t I update my Apple Iphone 7 to iOS 16. to use basic Apps such as Outlook?

The simplest answer is this - An iPhone 7 cannot be updated beyond iOS 15.8. It doesn't have the hardware needed to run anything higher. If you need a higher iOS to runs those apps, then you need to buy a new(er) iPhone.

You cannot pick and choose an iOS version. What you get is Settings > General > Software update > [All options are available here]
