No. Your iPhone can be updated to iOS 16.7.10 and it cannot support iOS 17 or higher. If app developers are no longer supporting their apps on iOS 16 any longer, and you need these apps, you'll need to purchase a new or newer iPhone. It is completely up to the app developers to decide if they want to support lower iOS versions for their apps. Apple has no control over 3rd party app developers.

No, it's not. You would need to have an iPhone XR or higher model (iPhone 11, 12, 14, 15, 16) to install iOS 17 (and iOS 18)
