Auto reply to texts without blocking calls

My elderly father has switched from Android to Apple. He had an Android app that would respond to every text “Hello, your message has been delivered however the user of this number does not text and may not read it. Please call or send a letter if you need to make contact.”

Is there a solution for Apple, either in iOS or an app with a one time fee?
