Create a Silent Ringtone without muting the iPhone for other things

I have an iPhone 13 Pro Max. I use a Bluetooth device to send audio from my iPhone to my hearing aids. I'd like to continue hearing my phone call ringtones through by Bluetooth device but NOT hear it on the phone. So, if my phone is NOT on mute and I get a phone call during a meeting, I will hear it on my Bluetooth but not the phone. Consequently, no one else in the meeting hears the ringtone and thereby interrupting the meeting.

I created a TOTALLY silent audio recording with the Garage Band app lasting about 3 seconds and saved it. Then in the phone settings, I selected this newly created Silent Ringtone for my incoming calls. The problem is that this Silent Ringtone when played is totally silent, however, when I call my phone with my wife's phone, the ringtone is a very loud annoying static sound.

Does anyone have an answer as to how to get or create a totally silent ringtone without putting the phone on mute?
