Not all contacts syncing to iCloud

I have an iPhone 13 Pro Max with 17.4.1 (current version). I have 6 email accounts on it with contacts. The bulk of my contacts won't sync to iCloud. There are 825 on my phone, but only 103 in iCloud, which are a smattering from across several of the accounts. I have toggled contacts on and back off in iCloud settings, have made sure that all accounts have sync for iCloud turned on. I have rebooted my phone, all with no luck. I do not want to individually import over 700 contacts, and I need them on iCloud so that I can sync them with my new Macbook. Has anyone found a reasonable solution as to why Contact sync won't work like it should?
