As indicated on the screen, try entering your passcode and unlock the iPhone in 5 minutes. NOTE, if your passcode does not work and you continue to enter the incorrect passcode during subsequent tries then the iPhone will be locked and unavailable. If this happens, then you will have to reset the passcode as shown below.

If your iPhone is rendered as unavailable after entering passcodes unsuccessfully, then you will have to reset the passcode to your iPhone by following the instructions in this guide published by Apple 👉 Reset the Passcode of your iPhone (Without a Computer). Note: All the data on your iPhone will be erased.
Hopefully, you have a backup created on 👉 iCloud and/or on a computer. If you do then, you can 👉 Restore your iPhone from the backup file once your passcode has been reset and the iPhone has been returned to factory settings by the procedure in the link above.

I had this reoccurring issue last year for several months and was continually getting a DFU at the Apple Store. For my situation with the phone passcode not being recognized the keys to finally getting past that issue were (1) not using public wifi, my sim, or a compromised home wifi to set my device backup (I got a new modem and router) (2) not entering my Apple ID or phone number during the activation process (3) putting my phone in Lockdown Mode immediately after it was activated and before entering my Apple Id and phone #.
However, I have experienced a couple of other issues since then where my codes (2nd factor and screen time) are not recognized. The most recent issue was a couple of days ago when my screen time passcode was not accepted.
Because of issues I have experienced with my devices, I do not stay logged in to any app (including the App Store) on my device, and I only use cellular data. The only apps available to use my cellular data when this latest issue took place on my phone were my browser, settings, photos, and Signal. I deleted the cookies in my browser but my screen time passcode was still not recognized. I turned off cellular data for my browser and tried my passcode again. This time it worked.
