Deleting all my photos - are they on the iCloud ?

I’ve just upgraded to 200GB on iCloud

I’ve synced all the photos

Can I now safely delete all the photos and videos off my phone as they’re safely in my iCloud ??

Deleting photos from my phone, are they saved in iCloud? I am out of storage on my phone and uploaded photos to iCloud Photos. Is it safe to delete the photos off of my phone? Thank you in advance!!

No. Items deleted off your connected device will also delete from iCloud and any other connected devices. iCloud is a synchronization service.
