My messages are not going to the cloud when I’m backing up my phone or tablet.
I have the messages turned on in settings. I have backed up both my tablet and phone. I have an iPhone mini 13 and an 8th generation iPad.

If you're syncing message to the cloud read here Set up iCloud for Messages on all your devices - Apple Support
NOTE - syncing message to the cloud is NOT part of the backup as outline here What does iCloud back up? - Apple Support and backups can't be viewed on the cloud.
