How Android and/or Windows Users Can View Albums I've Shared

I want to share albums with Android and/or windows users without setting the album's to public. I don't want to expose my personal photos to the public. They have an iCloud account. How can they view the albums I've shared? Or am I misunderstanding "public albums" are these available to anyone with the link? How secure are these links?
