Safari using too much disk space

When checking storage settings, the Safari app sometimes shows as using around 36gb of disk space. When this happens I notice my system data is taking up around 22gb of space. Other times while checking storage settings, the Safari app shows taking up only 2gb of disk space and system data usage goes up to around 56gb. It appears randomly the system includes Safari data with system data when calculating disk usage and at other times measures disk usage with the Safari application on its own. Does this indicate the majority of my system data disk usage is from Safari activity and is the culprit for most of my system data space usage? If so, why is it recognized differently at times when looking at the disk storage usage in settings? How can I reduce this space usage? I have already cleared caches and history and it makes little difference. I am running Sonoma 14.4.1.
