Safari 17.0 on Mac OS Sonoma 14.0 frequently refuses to open web pages, claiming no memory on device. Can this be fixed?

16 GB RAM, more than 600 GB disk. Previous Safari had no such problem.

iMac 24″, macOS 14.0
