iPhone and iPad not syncing

Problem with syncing: (1) documents (PDF) scanned & saved in files (2) websites that I regularly visit syncing sign in info.

The doc’s may or may not eventually sync. I have searched for possible answers and done all the suggested troubleshooting but no luck. I do have the storage to accommodate two way syncing as I bought add’l storage. Trying to work on the road copying and moving between devices. Add’l assistance would be helpful. Thank you

“documents (PDF) scanned & saved in files” Saving in Files is insufficient. Saving in iCloud Drive and using iCloud Drive on all appropriate devices is required.
“websites that I regularly visit syncing sign in info.” Are you using iCloud Keychain on all appropriate devices? Set up iCloud Keychain - Apple Support
