Dutch language missing with Apple Translate on iPhone

Same issue as reported by others- apple translate does not allow me to select Dutch for video translation. My wife can do it but I can’t. It is just greyed out and not selectable. Why?

How do I de select a selected a language I am trying to get translations from Belgium to English from my friends in Belgium but translation is not coming up below the comments on the feed. I have selected Belgium as a language on my phone and English as the preferred language. I tried deselecting Belgium but was unable to.

i did find that you have to download the languages. But- still does not work. Why?
