Location tracking issues without Wi-Fi or cellular network on iPhone 7

Why isnt my location working? I have an iPhone 7, iOS 15.8.2, and my location seems like it only works at home. I'm pretty sure my prents are under the impression that I turn it off while I'm not home, as they tell me to turn it back on frequently, but I’ve never turned it off. They won’t believe me that it’s just not working because the website says you should still be able to track without Wi-Fi. I don’t have service, my phone hasn’t had service for years. I’m tired of them thinking I keep turning my location off while I’m not home because honestly who has the time for that and they won’t believe me that it isn’t my fault because Google says it should work without internet or cell service. Please help me ASAP.

That would be because the website assumes that your cellular phone has a cellular connection.

But, you told us that...... my phone hasn’t had service for years

So, your phone will only report on your location if you have a good Wi-Fi connection. If you don't, the phone can't report on its location because you don't have cellular service.

Google says it should work without internet or cell service.

Just because Google might say something does not mean that it is true. You can find any number of articles on Google that "say" that the earth is flat.
