Files app not option to share/save docs

My husband’s iPhone 14 Plus does NOT display option to ADD “Files” to save/share, anything. He has most recent update installed & the File app IS on his phone. When using “share” icon in Safari/elsewhere - REGARDLESS what he wants to save/share, the “Files” app does display to choose - anywhere. I’ve tried everything that works on my iPhone 14 Pro with SAME update installed, I can select “Files.” On HIS phone, it acts as though that app does not exist.
