Apple Watch Weather app doesn't match iPhone locations

I've re-paired my phone twice in recent days to fix other problems, and the watch Weather app locations don't match my phone's Weather app locations. I have set the watch to mirror the iPhone. I contacted support on all the other issues, and they told me to add a city on the watch to get it to sync up. That worked, but when I added another city on the iPhone later, it didn't appear on the watch. I had to add another city on the watch to get it to sync to current phone settings.

My phone is on ios 17.4.1 and watch is on 10.4.

Obviously Support gave me a band-aid. I searched Apple Support discussion forums for this issue, and there are several entries, but they've all been closed to new replies. So when/how will this be fixed?
