Carrier settings update won’t update

my phone updated last night to iOS 17.4.1 and when I woke up I wasn’t able to send or receive any texts, imesssges, calls or FaceTimes. In my iMessage and FaceTime settings my phone number is there but has a spinning wheel next to it. My phone says in settings that a carrier settings update is available and if I would like to update now. I will hit update and then nothing happens. It pops up over and over and I keep hitting update but nothing is happening. Help please what is happening ??
