App Store asking for billing information even though I put my card number in

I tried downloading Roblox but App Store asked for a payment in so I did and they have been trying to take 14.99 out my account and it still won’t let me download Roblox it said fail or already have this payment

Billing issue I can’t update or download any apps because of something popping up saying there is a billing problem with a previous purchase. Every time I continue by signing in there is nothing wrong with my card info. I continue and it says this item doesn’t exist.
