account disable and changed password and still says account disabled

I went to apple and they said that if it’s disabled in app store and itunes, you should update your payment info (you’re probably owing something to apple or needing to pay a certain amount. They also said that if that doesn’t work, you should contact apple or go to apple support. Other than that, they didn’t say anything.
