OK, your reporting to credit card company is within the time limit to report fraud on your account. Did the police tell you it was fraud or not? Not all unidentified charges are fraud and that may be the reasoning of the bank and reason for denial. But banks are generally liable for fraudulent charges over $50 if reported within the allowed time frame. So, the real question is, was it fraud?
One of the most common confusions is when the account holder gives the card, iphone etc. to someone for their use. This is prohibited by the terms and conditions and stated as such.

You are solely responsible for maintaining the security of any Cards, Eligible Devices and their passcodes, Apple IDs, and any other authentication credentials used in connection with your Account (collectively, "Credentials"). If you authorize or allow anyone else to use your Account (e.g., by providing your physical Card or the passcode to your Eligible Device, allowing a third party to set up Face ID or add their fingerprint to use Touch ID, authorizing a Participant to use your Account, or otherwise providing any of your Credentials to a third party), the person may be able to make Transactions using your Account, and you will be liable for all Transactions made on your Account by that person.<<

You have several options at this point. You can go into arbitration with GS and let a neutral party decide. You can file a complaint with Consumer Financial Protection Bureau (CFPB). This issue will be resolved in about 30 days. I linked to their online complaint form below. Much beyond the above, there may not be much more recourse for you.
