Text forwarding to iPad with dual sims

I am trying to forward my messages from my iPhone 13 Pro Max to my iPad Air (5th generation). I have looked up the instructions but in my message settings I do not have the option for Text Message Forwarding.

I have tried to turn iMessage off and back on. I have tried to sign out of my Apple ID on both the phone and iPad. I have tried restarting both devices. Nothing has worked so far. Is this due to the dual sims?

Anyone have any suggestions?
