My phone’s location services are set in the wrong country. I cannot find a way to change it to my current location. How do I change it without factory resetting my phone?

Location services uses your device's onboard GPS. Its not likely to be wrong except in very rare circumstances. If you open a Maps app, like Apple Maps or Google Maps does it correctly locate you?
If so, then Location Services is working fine.
If you are getting wrongfully located when visiting websites or in Apps, check that you are not using a VPN set to a different country.
Otherwise, verify your Internet Service provider's IP address. It may be Geolocated outside the country you are in.

If it says you are not were you should be, contact your Internet Service provider and see what they say.

I don't think location services can be set to a country. They automatically find out in which country you are located. If they are putting you in the wrong country are you using a VPN?
