How can I stop Safari opening in "Full Screen" mode?

MacBook Air M3 15", 16 GB memory; Safari version 17.4.1; macOS Sonoma 14.4.1

I have tried all the suggestions regarding previous posts on this subject, to no avail. In particular, simply going to the Safari menu does not show any options to change out of full screen mode, which doesn't make much sense, possibly a bug.

Any suggestions on how I can get my dock back again while in safari would be most appreciated.

Move the cursor to the very top of the screen, towards the left, but not all the way into the corner. After half a second or so, the toolbar at the top would lower a bit, to show the Menu bar as well, with the red-gray-green dots in the corner. Use the green dot to access the contextual menu with the Exit Full Screen option. Hover over or click-and-hold the green dot to see all the options there, or single-click the green dot for immediate default action for that menu.
